I have a question about Finnish friendships

Im a foreigner in Finland and I have been studying here for years and I happen to have no Finnish friends. I think Im quite social and bright/kind student and all the students in my school are kind to me but they never want to get to know me. I have many foreign friends but whenever I talk to a Finnish person they dont talk that much and then avoids me why is that? Is it because they dont like foreigners? how do I make friends with Finnish person?
