Installing a PA system for such a purpose would be a significant disruption of the solemn atmosphere, the opposite of the desired norm for a place of remembrance and respect for the deceased and their families.

Common sense and cemetery etiquette dictate that loud noises should be avoided to maintain the respectful and quiet nature of the space.
